The Regulatory View of North American Landside Issues

Federal maritime regulators have a strong mandate and strengthened powers from Congress to crack down on unreasonable detention and demurrage at marine terminals. But there’s little regulatory recourse for shippers who believe there’s no way they can get containers out of inland rail ramps or return equipment in a timely manner — yet they’re incurring storage fees. These rail ramp pressures, along with the persisting challenges with chassis supply at various inland hubs, has pushed the Federal Maritime Commission to look even further beyond the marine terminal. FMC Chairman Daniel Maffei will share how the agency is meeting new ocean shipping reform legislation and how it's trying to untangle inland snarls of containerized supply chains. Following brief remarks, Maffei will have one-on-one discussion with JOC Executive Editor Mark Szakonyi.
