Paul Duncan leads consulting firm Duncan and Rio Grande LLC. Duncan formed the firm following a 22-year career in the Class 1 industry.

Duncan served most recently as NS’ Executive Vice President and Chief Operating Officer from January 2023 to March 2024 with leadership responsibilities for Transportation, Network Planning, Network Operations, Engineering, Mechanical, Safety, and NS Police Department. During his tenure, safety and service improved substantially.

Duncan joined NS in 2022 from BNSF. He began his career as a Hub Manager in Chicago for BNSF managing intermodal operations. Duncan progressed into other Intermodal, Transportation, and Network Operations roles at BNSF from there. He became Assistant Vice President Capacity Planning developing a multi-year expansion plan for intermodal growth. Duncan became Vice President Service Design leading all design functions, car supply, passenger operations, and joint facilities.

Duncan is a graduate of Iowa State University with a BS in Transportation Logistics.

    Intermodal II: Domestic Intermodal Service

    This panel will discuss what observations and conclusions can be made of the Intermodal Service Scorecard and weekly service metrics supplied to the US government. Service was reliable and consistent in 2023, but have the railroads been able to keep it up with a strong service product in 2024? Can shippers tender more freight to intermodal and be confident the network will not become congested and logjammed if demand surges? Can railroads maintain a service with a low standard of deviation in transit times? What expectations should shippers have of their intermodal partners in the next five years, and will they be capable of meeting those expectations?
